摘要：
The paper deals with the cooperation of non-governmental organizations (NGOs) in emergencies such as floods. The mean thought of the paper is question if NGOs are natural partners or rivals, in case of emergencies. The answer presented in the paper is following. There are two opposite powers in emergencies; one is leading NGOs to cooperation with each other for efficient emergency management. However the other power is leading NGOs to view each other as competitors and to focusing on their own needs and interests.
