The paper was taking the Yellow River in Ningxia for instance, utilized ecological economics theory and research method to assess the ecological service value of the river bank resources; and based on the theory of ecological service value, ecological externality, ecological asset and public goods, and the framework of Ecological Compensation Research, set the ecological compensation mechanism of river bank resources utilization of the Yellow River in Ningxia. The results revealed that the total annual value of indirect service functions of the river bank resources far greater than the direct service functions. River bank resources utilization should be based on a functional regionalization, and it was strictly prohibited in the forbidden zone. The river management department should set up ecological protection fund for the riverbank resources and collect ecological compensation fee from the individual and unit, who utilize the river bank resources, to restore the river bank ecosystem in which the service function has been degraded, and to the environment damage from human activities, and realized the sustainable utilization of river bank resources.
