摘要
The civil service is one of the main institutions of modern administrative law. This article is a comparative legal study of the development of legal regulation of the civil service of China and Russia in the period of modern history (1991-2021). It is emphasized that the legal regulation of this type of state activity, adherence to the principles of planning, consistency and programming of the actually achieved goals of public service are the key to the overall sustainable development of China and Russia.
