摘要：
In the present study, an attempt is made to develop a simple and logical model for a public research institute that assists its decision makers in prioritizing the projects and allocating resources effectively. Public research institutes can use the suggested model by changing the assessment criteria and weighing coefficients according to their objectives, goals, and policies.
