Pick to fire control of administrative discretion has its rationality and necessity, but it doesn't sound fire supervision and management system and the imperfect of fire law, discretion in our country, the fire law enforcement practice easy to be abused. Therefore, to our country's fire the regulation and control of administrative discretion impose necessary is particularly necessary.
