摘要
Personal handy phone system is a popular telecommunication system to citizens. However, with the awakening of citizens' environmental sense, the electromagnetic radiation problem caused by the base station of personal handy phone system (including antenna) is gradually attracting citizens' attention, and the visit and appeal about the environmental influence of personal handy phone system are increasing day by day Thus, it becomes a problem to deal with that whether the charge department of environment conservation administration brings the construction projects of personal handy phone system into environmental management or not and how to put environment management in force. This paper tries to demonstrate the problem in two aspects: practical need and law criterion.
