摘要
This paper considers simultaneous strategic and operational planning for the emergency logistics network (ELN) design. Emergency events make it so critical to distribute humanitarian supplies through emergency response facilities (ERFs) for rapid recovery to the affected areas in a timely and efficient manner. But emergency could prevent the ERF from providing the expected service, since the facility can be also damaged or destroyed by such an event. Thus, it is important to plan a cost/distance-effective ELN, which is also reliable, less likely to be disrupted at strategic level and robust, more likely to work well at operational level. We adopt a multi-objective decision approach to designing such an ELN. We present formulations for planning framework and operating ELN to simultaneously determine the locations of ERFs and to assign the possible disaster areas to ERFs. A case study is conducted to demonstrate our models' capability under the risk of facility disruptions.
