摘要：
In this paper, the evaluation Index of technological innovation capacity is established by expounding basic theory of technological innovation, the technological innovation capacity of HeBei province is evaluated through factor analysis and analyses the existing problems in HeBei province' technical innovation activities according to the evaluated conclusion, Moreover, some countermeasures and suggestions is given, and hopefully contributes to the technological innovation capacity improvement in HeBei province.
