摘要
In recent years, the risk of natural disasters has significantly increased especially in the developing countries. The numbers of major events increased dramatically from the 1960s, and in the 1990s, the number was almost doubled than the previous decade. So, it is important to find an effective method to implement post-disaster recovery management. Focus oil the post-disaster recovery Management, this paper discusses the necessity for the public to participate in the post-disaster recovery management first, and Suggests that the government should implement the leading mechanism to guide the citizens' participating behavior so as to enhance the public participation efficiency. Considering the complexity of leading mechanism, the author considers that the leading mechanism should be formed oil the basis of the thorough analysis of the influencing factors on citizens' participation behavior. The paper puts forward a theoretical framework based oil the theories of social capital, organizational behavior, community and collaboration to achieve this goal. Some suggestions on the leading mechanism are also provided in the final part based on the analysis above.
