Bridging the Digital Divide with Information Technology in Taiwan: A Community and Public Policy Approach

摘要
The rapid innovative diffusion is noticeably influenced the empowerment from the society, and then makes the economic growth and development. Taiwan's economic developments are mainly based on Information and Communication Technology (ICT). However, some Taiwanese in specific areas are still left behind the new information era. Therefore, the purpose of this study is to discuss public policies for governmental intervention regarding the diffusion of the ICT, digital divide, fair digital opportunities, popularization of digital applications, and Internet in Taiwan. Also, the profile and management system of Digital Opportunity Centers (DOC) and digital learning partners were discussed from the MOE level to the local level by community approach. Furthermore, this study analyzed the experience and achievement of DOC projects and digital learning projects in Taiwan. Finally, this study demonstrated that DOC certainly plays an important role in the fields of education, economy, society, and culture. The successful experiences of DOC have encouraged.
