摘要：
This paper discusses the participation of the Seattle District of the Army Corps of Engineers in trans-boundary water management with its Canadian counterparts. The District Commander plays a pivotal role as a representative of the U.S. Section of the International Joint Commission. In addition, the District is involved in other water resources operations with trans-boundary implications, such as operations at Ross Dam on the Skagit River under flood conditions.
