This paper presents a new RTM (real-time traffic management) scheme that can effectively manage VBR (variable bit rate) traffic having unpredictable characteristics in ATM (asynchronous transfer mode) networks. In addition to its precise cell control capability, the proposed scheme intends to efficiently use the resources of high-speed, high-performance broadband networks without any deterioration in QoS (quality of service) of the accepted connections. Specifically, this paper highlights some functions of bandwidth management and connection admission control that should be integrated to operate correctly in the emerging ATM networks. A unique feature of this scheme is that it reports the results of traffic monitoring, which makes it possible to control VBR traffic in real-time so that the delay incurred to measure cell arrival rate in existing algorithms is removed. This property makes the scheme extremely attractive for supporting most delay-sensitive applications. Using simulations, the proposed RTM scheme has been verified to reliably monitor incoming traffic, manage virtual connections, and reassign resources efficiently.
