摘要：
The quality factors of Quality Management System (QMS) of Scientific Research Institutes (SRI) are discussed. The indices system for evaluating the effectiveness of QMS is proposed according to characteristics of SRI and their weight is given. The comprehensive evaluating model is established by using TOPSIS theory.
