摘要：

Achieving the desired state of development is the main goal of planners and decision makers in any society at local, regional, and national levels. If the goal of a society is to develop, it will not be realized without a transformation, mutation, and fundamental change. Achieving various breakthroughs in technology promises great potential facilities and unexpected hopes to all developing countries. Countries that fail to take advantage of these technologies will be at the risk of being marginalized in the world compared with other countries and their people may stay away from the mainstream of political, economic, and cultural life.
