摘要：

The article measures and analyzes regional technological innovation capability of Hebei province by the ways of building regional technological innovation capability index system and using gray related degree evaluation. It shows that level of regional technological innovation capability of Hebei province isn't high, there are great differences between different among many regions, and enterprises hasn't become the subject of technological innovation yet. It will influence directly improvement of long-term economic competition ability of Hebei province in future.
