摘要：
The main difficulty in choosing a preferential location of a number of possible sites is the fact that the environmental impact generated by each site can not be easily quantified. When choosing such a location it must also be taken into consideration to minimize risks to public health, minimize environmental impact, maximize service levels to users, and minimize the usage costs. In the "Timisoara" case, placing a Landfill Site was a thorny issue that was resolved quite difficultly.
