摘要：
The establishment and completion of market economic system and "working unit system" deconstruction make urban community an interface to undertake social management affairs. Urban community management is of great importance to promote social stability and harmonious development. Corresponding countermeasures are put forward by analyzing main issues from the aspects of establishing community access system, perfecting the community democratic political participation system, training and developing community nonprofit organizations, increasing financial investment, innovative using of funds and investment mechanism, establishing incentive mechanism, speeding up the community work personnel professionalization process, etc
