摘要
This paper mainly discusses the application of Formal Safety Assessment (FSA) in oil port safety management. FSA consists of five steps, which are hazard identification, risk assessment, risk control, cost and benefit evaluation and solution-making respectively. Research has been done on oil tankers loading and unloading operations. Each step is used to assess the safety of oil tankers berthing operation, and has achieved a good effect. FSA is proved to be effective, and it has both advantages and disadvantages.
