INTERMUNICIPAL COOPERATION AS THE FACTOR OF COST-EFFICIENCY AND MUNICIPAL WASTE MANAGEMENT

Many public services are subject to the problems associated with the lack of size of the administrative territory and the cooperation of the municipalities is the option of how to resolve these issues. Intermunicipal cooperation thanks to economies of scale is one of the municipal choices how to save costs and increase efficiency issued by public funds. The aim of this paper is to evaluate whether the intermunicipal cooperation affects the municipal waste management expenditure or greater impact on cost-effectiveness have other factors associated with it like: a form of cooperation, management of the waste collection company, number of municipalities involved in cooperation and the size of the waste collection territory. The South Moravia region was chosen as the sample for the evaluation due to the fact that the municipalities cooperate in waste management most of all regions and also the longest and as the method was chosen OLS regression. The analysis was performed for 668 municipalities in 2014. The results of the research have shown that the intermunicipal cooperation is actually very important factor of cost-effectiveness, but results have also shown that institutionalization of cooperation is important and unexpectedly of the influence of big city on waste collection company management has been noted as very important factor.
