摘要
China now is still a country in transition, and early warning for public emergency is the first measure the government should take in emergency management in the country. To improve government's capability to respond to and deal with public emergency, it's crucial to establish an early warning system that is highly accurate and efficient. Taking grid management and grid technology as a starting point, this paper, based on the theories and methods about early warning and grid, proposes a fundamental hypothesis, establishes a scientific grid early warning system for public emergency, and tries to prove its validity. This paper elaborates on the system which consists of the general framework, specific components and operation principle, in order to make the public emergency early warning more comprehensive, real-time and efficient.
