New R&D institution certification policy and urban innovation: evidence from China

摘要
Since China entered the stage of rapid development, New R&D Institutions (NRDIs) have rapidly risen to prominence, and urban governments have responded by introducing NRDI certification policies to support their development. This paper explores the effectiveness of NRDI certification policy on urban innovation in 100 Chinese cities from 2009-2019 using a multi-phase DID model with panel data. The results showed the policy had significant driving effects on urban innovation; demonstrated that R&D cooperation mediated between the certification policy and urban innovation; and confirmed the certification policy had significantly better innovation-driven effects on eastern cities and first-tier cities in China. The paper's findings offer theoretical understandings that will advance NRDI development and improve urban innovation.
