FRAMEWORK OF ACTORS IN THE HOUSING PROBLEM: THE STATE, CIVIL SOCIETY ORGANISATIONS AND THE COMMUNITY IN THE DISTRICT OF LA MATANZA

Studying the housing problem in La Matanza is relevant due to its territorial dimensions, since its population represents 15.38% of the total inhabitants of the province of Buenos Aires, the most populated province in Argentina. The housing deficit affects 331,420 households. It is also notable for the development of organisations that have emerged as a strategy to achieve occupation processes and popular settlements. There are 411 Civil Society Organisations (CSOs) in this district. Considering the aforementioned characteristics, this article aims to understand the relationships between civil society organisations, the state and the community of La Matanza in the implementation of housing interventions in this territory. To this aim, we considered a qualitative approach, using in-depth interviews with members of CSOs that work on some aspect of the housing problem in this municipality. We found that there is a heterogeneity between the activities carried out by organisations that are mainly interested in improving urban habitat and housing conditions. Almost all of the organisations have legal status and are concentrated mainly in the second and third sector, with Gonzalez Catan, Virrey del Pino and Ciudad Evita being the cities where most of the CSOs' territorial work is to be found.
