A Three-Dimensional Operating Mechanism for Regional Science and Technology Resource Allocation System and Its System Dynamics Simulation

摘要
Digital transformation provides an unprecedented opportunity for the exploration, integration, and utilization of scientific and technological resources (STR). In the wave of digital transformation, countries around the world have set up their own STR sharing platforms, which can match a variety of STR services and needs in a lower cost and more convenient way, and create interaction between the suppliers and demanders. These sharing platforms provide possibilities to realize the sharing economy in the field of scientific and technological innovation. However, it is also necessary to design the corresponding mechanisms to improve the sharing rate and sharing value. Therefore, in this article, we construct a new framework of operation mechanism for China 's STR allocation system and design its three submechanisms. Then, a system dynamics model of the operation mechanism is designed, and the experiments are carried out. The simulation results show that the mechanism proposed in this article can effectively improve the sharing rate and sharing value. Finally, some policy suggestions are put forward, which will help the government to improve management mode and optimize resource allocation.
