数字时代治理理论——西方政府治理的新回应及其启示

摘要：
政府治理理念主导着公共服务的发展方向,影响着公共权力及利益分配的格局。近年来,随着以政府为中心向以公民为中心的治理理念的转变,以及信息化、数字化的发展,作为对政府治理问题的新回应,西方开始了从电子政务向数字时代治理转型。它强调重新整合、以需求为基础的整体主义和数字化过程。文章介绍了数字时代对政府治理的挑战、数字时代治理理论提出的时代背景及核心特征,分析了数字时代理论存在的缺陷及其前景,探讨了该理论对中国推进数字时代治理实践的借鉴意义与启示。
