谁从“家庭捆绑”式的新型农村社会养老保险制度中获益?——来自CHARLS数据的经验分析

摘要：
本文运用中国健康与养老追踪调查(CHARLS)项目2011年全国基线调查数据,采用异质性处理效应模型实证分析了中国新型农村社会养老保险框架中的"家庭捆绑"机制对家庭代际经济转移的"挤出"效应及其程度,由此评价"家庭捆绑"制度安排对老人收入再分配的效果。在控制了选择性偏差和不可观测异质性因素以后,研究发现:①新型农村社会养老保险实施初期,"家庭捆绑"机制并没有对传统家庭养老产生强烈的"挤出"效应。②不可观测的异质性因素导致最有可能被"家庭捆绑"的新型农村社会养老保险制度覆盖的老人获得成年子女经济转移净额最少,相反,那些没多大积极性参加新型农村社会养老保险的老人却能获得比较多的子女经济转移净额。由于代际支持行为主体所处经济环境的动态性导致代际转移行为的复杂性和动态多变性,对新型农村社会养老保险制度"家庭捆绑"机制的效果还需进行长期跟踪观察。
