碳配额初始分配方式对我国省区宏观经济及行业竞争力的影响

摘要：

碳交易是中国应对气候变化的重要手段之一,当前碳交易试点已取得了积极进展,并计划逐步形成全国统一碳市场。初始配额的分配方式是碳交易机制设计的一个重点,本文通过中国多区域能源-环境-经济CGE模型——CE3MS模型的建立及其与碳交易模型的耦合,刻画了碳交易中交易主体的决策优化过程,分析了不同的初始配额分配方式下碳市场对各地区宏观经济及重点减排行业的影响。研究表明,在我国统一碳市场建立初期,能源行业配额免费发放、高耗能行业配额拍卖的混合分配方式是最优的分配方式。
