我国耕地“非农化”“非粮化”的现状与对策

摘要
我国人口众多,但耕地资源相对匮乏,要想将中国人的饭碗牢牢端在自己手中,耕地保护任务压力大、责任重。通过细化分析全国耕地基本情况及其“非农化”“非粮化”演变特征,发现我国耕地以中等地和旱地为主,耕地经营偏细碎化;“非农化”呈扩大态势,且非农建设重心向东南沿海区域转移;“非粮化”现象经历大幅扩张期和稳定期后,2016年起粮食播种面积占比又现下降态势;非粮作物中蔬菜、药材等占比提升,果园、茶园面积也有大幅上涨。研究进一步提出了人口增长、产业结构调整、种粮净利润低等推动耕地发生“非农化”“非粮化”转变的多重驱力,并在此基础上为优化耕地保护工作提供对策建议。
