中国老龄人口有效赡养比研究

摘要：

统计学根据老龄人口对劳动年龄人口的比例反映老龄人口的赡养负担(统计赡养比),这里可能掩盖了一些社会问题,误判劳动人口的供养能力,导致政府滥用劳动人口红利优势,贻误制定应对人口老龄化战略的时机。本文提出老龄人口有效赡养比的理论框架,以及在校生、失业人群、低收入人群和提前退休人群的剔除法,通过探讨真实老龄人口赡养比问题,揭示人口老龄化对中国完善公共政策与公共治理的挑战。
