中国省级政府政务服务在线办理能力的影响因素与路径组合

摘要：
为探究省级政府政务服务在线办理能力差异的影响因素,选取我国31个省级政府作为研究对象,提出了省级政府政务服务在线办理能力差异的整合性分析框架,并使用模糊集定性比较分析方法从政策制度、资源禀赋及社会环境三个维度对31个省级政府的政务服务在线办理能力进行组态分析。研究发现,高水平的政务服务在线办理能力有三种路径组合,分别是"制度-环境"驱动型、"制度-资源"驱动型及综合联动型,研究结论有助于深化对省级政府政务服务在线办理能力提升背后多重因素间复杂互动本质的理性认识,助力我国在线政务服务的均衡发展。
