营商制度环境对企业家精神的影响研究——以中国地方行政审批改革为例

摘要：
企业家精神是实现就业增长和保障社会稳定的重要支撑。本文从营商制度环境的视角探索地区企业家精神发展的规律与潜力。具体地,以我国行政审批改革为例,本文实证探究营商制度改革对地区企业家精神的影响及其空间效应。运用2003—2014年中国283个地级市面板数据和构建计量经济学模型,本文研究发现:行政审批改革对企业家精神的影响存在时滞效应,相比设立行政审批中心,行政审批中心的服务范围对企业家精神激励效应更加显著;行政审批改革的企业家精神效应存在地区异质性,相比之下,行政审批改革的政策效果在经济相对落后地区更加突出;中心城市(省会城市)的行政审批改革对其周围城市的企业家精神产生负向的回波效应,而非中心城市(非省会城市)的行政审批改革对其周围城市的企业家精神产生正向的扩散效应。
