增加医疗资源供给能否解决“看病贵”问题?——基于中国省际面板数据的分析

摘要：

本文在对主体分层和"看病贵"重新认识的基础上,通过固定效应模型对现阶段增加医疗资源供给的政策措施,在解决"看病贵"问题上的有效性进行实证分析。研究发现,医疗服务对整个国家、政府、个人是必需品,而对社会是奢侈品;医疗资源供给增加与诱导需求推动了医疗费用的上涨;医疗服务市场竞争会降低个人医疗费用和政府卫生支出,增加整个国家的卫生总费用,但是对社会支出的影响并不显著;技术进步、人口结构、医保覆盖率等对医疗费用也有不同程度的影响。进一步研究认为,区分"看病贵"对不同层次主体的意义,推动医疗服务需求方与支付方的统一,以及理顺医疗服务供给者、需求者与支付者三方关系,是解决"看病贵"问题的基础。正视技术进步、收入增长所带来的供给多元化;改善竞争机制,推动政府角色转变;改变当前医护比例失调的状况;增加医疗机构类型和数量的同时,加强对公立医疗机构的引导和监督等,是解决"看病贵"问题的有效举措。
