摘要：
本文全面分析美国半个多世纪外语政策的变迁及动因。国家外语能力的缺失和外语人才的缺乏带来了危机感,使美国政府逐渐认识到外语教育在保障国家安全方面的重要性,并采取措施加强外语教育,鼓励外语教学创新、外语研究和国际问题研究,探讨建立民间外语人才后备队伍的必要性及可行性。美国外语政策的制定和实施也存在一些问题,如不同教育阶段存在脱节现象,传承语言受到威胁等问题,值得我们思考。
