电子政务发展的影响因素:中国地级市的实证研究

摘要：

基于政府创新扩散理论并采用中国地级市政府数据对电子政务发展水平的影响因素进行了实证研究。研究发现,除公众压力的影响不显著外,府际竞争、府际学习、上级政府压力、政府资源与能力等因素都同政府网站发展水平呈显著正相关;此外,人均地区生产总值、人口规模、城市行政级别等因素也与政府网站发展水平有显著正相关;地方政府和政策专家可以据此制定合理的政策举措,推动和加快电子政务发展速度。最后,讨论了本研究的理论启示和政策建议,并指出了研究的不足和未来研究方向。
