路径依赖、关键节点与北极理事会的制度变迁——基于历史制度主义的分析

北极理事会是北极治理中最重要的区域性机制安排,历史制度主义为我们认识其发展变迁的制度逻辑提供了理论视角。作为北极理事会的"前身",《北极环境保护战略》(AEPS)是在冷战结束的背景下,北极八国为弥补既有制度的不足、更好地应对北极环境问题而创设的。AEPS的制度设计虽不完美,但在时间序列上占据优势,并在北极治理中不断自我强化,因而使北极理事会对其产生了"路径依赖"。2007年,"插旗事件"成为改变北极局势的"关键节点",北极理事会也在北极八国的推动下进行了一系列制度突破。然而,鉴于巨大的"沉没成本"以及防止出现"裂口效应",八国还是将其限定在《渥太华宣言》的框架之内。未来一个时期,北极理事会仍难打破"路径依赖",但会延续机制化、开放性的变革方向,需予以进一步关注。
