农村互助养老的合作生产困境与制度化路径

摘要：

基于"自助-互助"原则建立的农村互助养老是一个短期利他但长期利己的互助合约。田野调查发现,在村庄缺乏普遍互惠规范的情况下,因社会信任水平低下和动员方式不当而不能激发出足够强烈的合作动机,农村互助养老的合作生产难以建立并持续。因此,应构建具有"小公共性"的现代村庄共同体,为建立农村互助养老合作生产长效机制提供环境支持;应针对农村老年人弱势性特征以及短视性决策行为,构建改进版的基于互联网技术治理的"时间银行"互助模式,为合作生产的发展提供持续性与制度化的内在激励;应将农村互助养老中的合作生产升级为组织层面的全流程集体合作生产,并通过内嵌于生产过程中的需求偏好显示机制和自我增权效应,实现农村养老服务永续供给的闭路循环。
