统合性压制：美国对华科技竞争新态势论析

摘要：
拜登政府将科技竞争视为中美战略竞争的核心。美国对华科技竞争的长期性、系统性、跨域性、阵营性特征越发突出。美国力图从加大科技研发投入、改革国内科研体制、实施"小院高墙"策略、构建"民主科技联盟"、争夺全球科研人才,以及主导国际技术标准等多条"战线",对华进行统合性压制,通过巩固其"技术领导地位"打造针对中国的"实力地位"。从美方政策构想、机制调整、具体举措和推进策略看,美国对华科技竞争呈现"攻防并举、综合施策、精准打压、多边制衡"的新态势,中美围绕"科技创新生态"的比拼更趋激烈。美国在科技领域全面加大对华施压,深刻影响数字时代的中美关系演进,对我国维护科技安全以及总体国家安全带来严峻挑战,需着眼大国竞争新格局,加快构建我国国家创新体系和科技安全体系。
