“众乐乐”还是“独乐乐”？ “有核”集群的双向技术溢出与集群创新绩效

集群核心企业的技术溢出是集群创新绩效的"良药"还是"毒药",这是理论与实践中的热点问题。本文整合技术溢出的"教授逻辑"和"说服逻辑",结合资源依赖理论,从双向技术溢出视角试图揭示"有核"集群的技术溢出效应和集群创新绩效的关系,考察不同依赖关系情境下二者的变化规律。本文利用调查168个科技特色产业集群获得的419个样本数据,就存在合作关系的核心企业与中小企业的双向技术溢出活动对集群创新绩效的主效应、组织间依赖的调节效应进行实证研究。研究结果显示,双向技术溢出对集群创新绩效具有正向影响;联合依赖越高,双向技术溢出对集群创新绩效的促进作用越大;非对称依赖越高,双向技术溢出对集群创新绩效的促进作用越小。本文更为细致地刻画了产业集群技术溢出对集群创新活动的作用机制和约束条件,在确保集群创新绩效提升方面提出重要管理启示,即核心企业应有意识强化与配套企业的技术交流与共享,集群内企业应构建拥有较高联合依赖和较低非对称依赖的关系管理格局。
