省级政府“互联网+政务服务”能力的影响因素——基于30个省级政府样本的定性比较分析

摘要：
我国各地开展了形式多样的"互联网+政务服务"实践,但效果存在较大差异。运用定性比较分析的方法从政府资源与支持、社会需求及地区经济发展三个层面选取六个解释变量对我国省级政府"互联网+政务服务"能力的影响因素进行分析。研究结果表明,省级政府"互联网+政务服务"能力受到多元复杂因素影响,电子政务基础与领导重视是其中较为关键的因素,实现较高的"互联网+政务服务"能力有三种条件组合。对于经济社会发展水平和财政资源不同的地区,政府要采取适合本地区特点的路径和措施提升"互联网+政务服务"能力。
