新能源汽车产业推广政策对汽车企业专利活动的影响——基于企业专利申请与专利转化的研究

摘要
通过收集2006年到2015年间汽车企业所申请的新能源汽车专利数量和新车型数量,实证研究被纳入新能源汽车推广目录对企业专利活动的影响。双重差分估计结果表明,推广目录公布的初始时期,目录内企业所申请的新能源汽车专利数量并未显著增加,而随着政策的实施,效果才逐渐显现。进一步使用动态面板估计新能源汽车专利转化,研究得出企业申报新能源汽车专利后会尽快转化为新车型,并且企业当期推出新能源车型的比率受前期新车型比率的影响。这反映出以补贴销售端为主的新能源汽车推广政策虽然会促使企业申请更多专利,但是也造成企业为了持续获得补贴而加快专利转化速度,只求新产品快速进入市场,甚至导致部分企业伪造销售量,骗取补贴的问题。
