“红线政策”与美国住房市场的反歧视立法

摘要：
美国的居住区隔离是一个备受诟病的社会问题。联邦政府出台的"红线政策"推波助澜,强化了久已存在的种族歧视倾向,是导致居住区隔离的重要原因之一。在社会各界的压力下,美国国会先后通过几个立法,试图纠正这些问题。但居住区隔离现象木已成舟,这些立法只是枝节性补救,恐难以彻底挽回"红线政策"的消极影响、弥合种族歧视的裂痕。
