摘要
This study contributes to the public administration body of knowledge by testing a model of open government data (OGD) and public service delivery (PSD) value. By investigating case studies of different adoptions in Malaysia, this study examined OGD adoption by its citizens and value created, co-created, and destroyed in the process. This study found that there is adoption evidence of data publishing, datathon, and civic tracker with no material implementation of highly reciprocal OGD. While short-term value, public value, and capacity for the future were found, the study also highlighted value ignorance, value disproportion, value exploitation, and value backlash.
