Models of interaction between non-profit and public organizations and the state during the USSR period

摘要
The purpose of this article is to consistently study the models of interaction between the state and nonprofit organizations and public associations in the Soviet period in order to determine on this basis the most relevant model of modern interaction between these organizations, the state and society. The sources of the research were the legislative framework in the field of activities of public and non-profit organizations (from 1922 to 1991), publications by leading scientists. The following research methods were chosen as the leading ones: analysis of literature and sources, comparative analysis, comparative institutional analysis, system analysis. Public and non-profit organizations in the USSR were heterogeneous. These are party forms, state organizations with a pronounced ideological orientation (for example, the Komsomol, the Committee of Soviet Women, the Soviet Peace Foundation, etc.), state organizations that assist in solving urgent social problems of the country (the rescue society on the waters, donor organizations, etc.), trade unions, military-patriotic organizations, autonomous non-profit organizations. Based on the available scientific approaches, it is possible to imagine three models of interaction between government authorities and public and non-profit organizations: 1. The model of state dominance over public and non-profit organizations. State domination over public and non-profit organizations can be distinguished as the predominant model of relations between authorities and similar organizations in the Soviet years. 2. The model of partnership between the state and public and non-profit organizations. Partnership between public organizations and the state can be considered as the transfer of certain functions of local self-government to public organizations, as their full-fledged work in areas involving social support or encouragement of civic initiative. In our opinion, such a model represents the potential for modern relations between the state and public and non-profit organizations. 3. The model of attempts by public and non-profit organizations to build independent relations with the state. It presupposes the desire for independence of non-profit and public organizations, which was able to realize itself only during the years of perestroika in connection with the reform of the country.
