摘要
This paper proposes a group decision-making method for strategic planning projects based on an expert trust network (ETN) to address the multi-factor attributes and multiple stakeholders in strategic planning project (SPP) decision-making. A maximum deviation model of attribute weights at all levels was designed by combining the maximum deviation method with probabilistic linguistic term sets (PLTSs) to effectively describe the information structure of decision-making. Subsequently, a trust network was constructed between SPP evaluation experts to express the trust between decision-makers (DMs), and an improved TrustRank algorithm was introduced to determine expert weights. Finally, the effectiveness and feasibility of the proposed method were verified through a project planning case. The proposed method can integrate the PLTS information of DMs, comprehensively analyze the weight relationship between DMs, and project rank multiple DMs, which is suitable for the SPP formulation of enterprises.
