摘要
The European Union's strategic shift towards a decentralized energy model underscores the pivotal role of citizens in shaping a sustainable energy future. Energy communities, collaborative entities that unite individuals, local authorities, and businesses, offer a promising avenue for achieving this goal. However, the integration of local authorities into energy communities presents unique challenges. This research delves into the potential legal structures or "entities" that Spanish local authorities can leverage to establish energy communities and actively contribute to the energy transition. By examining the provisions of the Spanish legal system, this study aims to elucidate the organizational frameworks necessary for fostering sustainable and equitable energy communities.
