Impact of Dynamic Tariffs on Local Flexible Loads and Integration of Local Photovoltaic Power

The proliferation of smart technologies in homes and the growth of smart meter installations are enabling consumers to play an increasingly active role in the electricity market. In addition to local photovoltaic (PV) systems, consumers increasingly have additional electrical devices such as electric vehicles and heat pumps that can be flexibly controlled. The existing infrastructure is not necessarily designed for this transformation, so effective solutions must be found for reliable and cost-effective operation. In this paper, the dynamization of grid utilization fees will be investigated in order to allow consumers to reduce their electricity procurement costs and to keep the load on the distribution grid at a non-critical level. For this purpose, electricity tariff variants with a dynamic grid utilization fees are investigated in an agent-based electricity market model. Both a time-zone and a load-based variant are used. The results show that high grid utilization due to high PV feed-in is usually unavoidable without curtailment of PV systems, especially in the summer months. The dynamic tariffs investigated also face the challenge that the incentives for load shifting must be very high and therefore individual consumers are particularly affected by the dynamization of the tariffs.
