In order to rationally configure the rotary power flow controller(RPFC) in the distribution network,a RPFC-based flexible interconnection method between regions is proposed considering the network reconfiguration,and a two-layer model considering the network economy and reliability is built. In the planning layer,the siting and sizing of RPFC are solved. In the operation layer,the reconfiguration scheme of distribution network and the operation strategy of RPFC are formulated,and the network reliability under fault condition is evaluated. RPFC is used to adjust the transmission power of inter-regional interconnection lines to promote the consumption of new energy,and in addition,cooperate with network reconfiguration to give full play to the network flexibility and reduce the required RPFC capacity. Considering the network operation cost,power outage loss cost and RPFC investment cost,the model is solved by the hybrid algorithm of improved ant lion optimization algorithm and second-order cone programming to realize the two-layer interaction between planning and operation. Taking the improved IEEE 33-bus and IEEE 22-bus interconnection network as an example for simulation,the effectiveness of the proposed model is verified. © 2024 Electric Power Automation Equipment Press.
