Development of a Lagrangian description for the construction of a model of turbulence is proposed. This model permits the process of the formation of the condensed phase in turbulent flows to be considered. It is assumed that the turbulent system consists of an aggregate of regions randomly situated in space and characterized by random parameters. Appropriate densities of distribution are introduced. The principle of the extremum of information entropy is utilized for their determination.
