A dynamic model has been developed to represent the operation and evolution of private and public transport in urban areas. The model is composed of three fundamental parts which interact on one another. These are the sub-models: budgetary choice, modal split and traffic conditions. The subsystem of the traffic conditions represents the private and public transport systems. It simulates their development in terms of the money allocated to the different means by the budgetary choice sub-model. Considering the number of passengers it equally represents the traffic conditions of the different modes.
