摘要：

The land use transport optimization (LUTO) model is a computer analysis system which enables the simultaneous selection of land development areas and new transport links by optimizing an objective function consisting of both land development costs and transport costs. The model is believed to be the first of its kind developed and used in actual development planning. The application of the LUTO model with several common quantitative planning objectives yielded alternative optimized development patterns which overlapped significantly. The overlapping portion formed the basis of the development strategy recently announced by Government.
