Major hazards are a relatively modern phenomenon in the process industries. They arise through the storage of bulk chemicals, particularly of gases liquefied by pressure which, should containment be lost, are capable of releasing tens of tones of flammable explosive or toxic vapors. In spite of the serious nature of these hazards it does not seem helpful to try to treat them in a totally exceptional way. Self-regulation will continue to be the way to tackle them and the effective self-regulation will require effective management structure to deal with both the strategic and tactical aspects of the problem.
